Mrs. Schmidt doesn't want to talk about rationing. She just affirms something and prefers to deal with efficiency.
Obviously, she does not want to bear the burden of political responsability: it gives her the creeps.
Many a doctor and many a patient, however, live through rationing quite real.
"There is hidden rationing of medical service by underfunding", Kuno Winn of Hartmannbund says. Doctors are traumatized until they Burn-Out , start drinking, go abroad or simply kill themselves, as "President" Hoppe states.
Health economist Wasem fundamentally contradicts the Secretary of Health:
"There is no conceivable health system without rationing." As in a health system free market economy is impossible, there are mere two possibilities: "explicit rationing via cutting services, or implicit rationing, by economically moving doctors to make a choice. We cannot do without implicit rationing."
That, in turn, estranges the doctor from his profession.
And who is responsible for that? Who defines the global conditions? Who bands health system and labour costs together? Who shakes doctors down?
